Yes Lazer Hair removal could cause the area to be whiter and would also account for the lack of hair and damaged sweat glands (no b.o.). It could also be as simply as Waxing the hair off which would remove the dead layers of skin along with part of their tan (whiter skin), no hair, and less b.o. because sweat uses the hair shaft to travel out of the folicle and when no hair exists in the area it has a harder time coming to the surface.
